By Jude Etyang THE Global Fund probe Was dismayed on Friday by revelations that the three health ministers borrowed sh7m from the Global Fund for malaria to campaign for last year’s referendum on change of political systems. The chairman, Justice James Ogoola, condemned the “borrowing,” calling it an act of depriving malaria patients of their aid to the benefit of a partisan political activity. The commission Was hearing evidence from the project manager of the Malaria Control Programme under the health Ministry, Dr. John Bosco Rwakimari. Ministers Maj. Gen. Jim Muhwezi, Capt. Mike Mukula and Dr. Alex Kamugisha canvassed support for the government side in the time leading up to the plebiscite. “Using Global Fund money for an activity of that type, you deprived the beneficiaries of the programme at that time. What if there Was an epidemic at the time the money Was borrowed? “Do you agree with me, that those who complained that you were using Global Fund money for political activities were right,” Ogoola asked.
